Plan estratégico para mejorar el proceso de la ejecución presupuestaria como soporte de los estados financieros en los comités locales de administración de Salud - Clas - San Martin.

Abstract

El trabajo está orientado a mejorar el proceso de la ejecución presupuestaria para la presentación de los Estados Financieros de los GLAS a partir de la hipótesis en la implementación de un Plan Estratégico. Para formular el Plan Estratégico se procedió inicialmente a realizar: ;.> Analizar la posición de los GLAS en el contexto Nacional y Regional referido a los procesos del entorno relacionados al Sector Salud y los GLAS a nivel Nacional y Regional. ;.> Determinar la situación de los GLAS a partir del análisis interno , referido a los procesos internos relacionados al Sector Salud y los GLAS desde la gestión y la administración . ;.> Analizar aspectos administrativos que originan distorsión y retraso de información financiero - contable, referido a los conocimientos, tecnología, personal y organización de los GLAS. ;.> Evaluar la gestión administrativa de la DIRES respecto a los GLAS, referido a los conocimientos, tecnología, personal y organización de las acciones administrativas de la DIRES que tengan que ver con el funcionamiento de los GLAS. ;.> Diseñar estrategias para mejorar la gestión financiera contable de los GLAS en el cual se define estrategias entre el entorno y el interno. Luego se realizó la construcción del Diagnóstico Dinámico y el Cuadro de Relaciones Estratégicas para comenzar a identificar cada uno de los elementos del FODA y sobre esto se determinó un conjunto de estrategias alternativas, llamadas Estrategias Macro que son las políticas Institucionales a seguir. Para implementar las Estrategias Macro se elaboraron los Planes de Acción, estableciendo tres ejes fundamentales de acuerdo al análisis de las Relaciones estratégicas, que son: Eje de Gestión Técnico Político, Eje de Organización de Procesos y el Eje de Capacitación y Fortalecimiento de los Recursos Humanos.

This work is oriented to improve the process of the budget performing to the presentation of the Financia! States of the GLAS, starting from the hypothesis in the implementation of an strategic Plan. To formulate the Strategic Plan at the beginning, the following was done: To analyze the position of the GLAS in the national and regional context referred to the process of the surrounding related to the Health Sector and the GLAS to a regional and national level. To determine the situation of the GLAS from the interna! process related to the Health Sector and the GLAS from the management and the administration. To analyze the administrative aspects that originate distortion and delay of the financia! - countable information referred to the knowledge, technology, personal and organization of the GLAS. To evaluate the administrative management of the DIRES respect to the GLAS, referred to the knowledge , technology, personal and organization of the administrative actions of the DIRES that have something in common with the working of the GLAS. Design strategies to improve the financia! countable management of the GLAS in which the strategies between the surrounding and interna! are defined. Next the construction of the Dynamic Diagnostic and the Table of Strategic Relations were done to begin with the identification of each one of the elements of the FODA and over this was determined the whole of the alternative strategies, called Macro Strategies that are the institutional politic s to follow. To implement the Macro Strategies, the Action Plans were elaborated , establishing th ree main axis , according to the analysis of the Strategic relations that are: Axis of Technical Politic Management, Axis of Organization of Processes and Axis of Training and Strengthening of Human Resources.
