El órgano de control institucional de la Municipalidad Provincial de San Martín y el apoyo a la Contraloría en la lucha contra la corrupción - Período 2014.

Abstract

El presente trabajo de investigación está orientado conocer la operatividad del Órgano de control Institucional (OCI) de la Municipalidad Provincial de San Martin y el apoyo al órgano técnico rector del Sistema Nacional de Control- Contraloría General de la República (CGR)-en la lucha contra la corrupción. Teniendo en consideración que la corrupción es considerado como uno de los principales problemas para el desarrollo de nuestro país. El trabajo desarrolla en primer término un esfuerzo teórico del Sistema Nacional de Control y la Contraloría General de la República como ente técnico rector del control gubernamental identificando las actividades que realizan en la lucha contra la corrupción para el logro del objetivo de la investigación. Y establece el concepto, naturaleza, características, clasificación y materialización del fenómeno de la corrupción, de forma tal que el desarrollo del mismo responda a los conceptos o lineamientos generales esbozados y pueda ser comprendido a la luz de dichos criterios. El objetivo general de la investigación es “Evaluar de qué manera el Órgano de Control Institucional de la Municipalidad Provincial de San Martín puede apoyar a la Contraloría en la lucha contra la corrupción - Período 2014”. El trabajo también presenta la opinión de los encuestados, quienes con sus conocimientos, capacitación, perfeccionamiento y experiencia laboral, formulan un conjunto de respuestas relacionadas al tema de investigación, las mismas que concuerdan con la formulación teórica. Todos estos elementos dan como resultado la concordancia con nuestras proposiciones, lo cual valida positivamente la investigación.

This research is aimed to know the operation of Institutional Control (OCI) of the Provincial Municipality of San Martin and technical support for the governing body of the National Control System-Comptroller General of the Republic (CGR) -in the fight against corruption. Considering that corruption it is regarded as one of the main problems for the development of our country. The work develops first a theoretical effort of the National Control System and the Comptroller General of the Republic as lead technical agency of government control by identifying their activities in the fight against corruption to achieve the objective of the research. And it establishes the concept, nature, characteristics, classification and realization of the phenomenon of corruption, so that its development responds to the concepts or outlined general guidelines and can be understood in the light of those criteria. The overall objective of the research is to "assess how the Institutional Control of the Provincial Municipality of San Martin can support the Comptroller in the fight against corruption - 2014 period". The work also presents the views of respondents, who with their knowledge, training, retraining and work experience, formulated a set of answers related to the research topic, the same that are consistent with the theoretical formulation. All these elements result in accordance with our proposals, which positively validated research.
