Abstract: El presente trabajo tiene por objetivo reemplazar por Software Libre todo el Software Privativo que utiliza en sus actividades la Municipalidad Distrital de Awajún (MDA), de tal forma que se puedan realizar las mismas tareas que se llevan a cabo actualmente con Software Privativo. El Software Libre le permite a la MDA mayor seguridad informática, libre acceso a datos y programas, ahorro en costos de licencias; siendo este último el de mayor relevancia dado que la MDA cuenta con corto presupuesto para utilizarlo en la adquisición de licencias del software privativo que utiliza para el desarrollo de sus actividades diarias. Para la elaboración de la estrategia, se utilizó la metodología proyecto factible, que se caracteriza por proveer explicación y solución a una situación determinada a partir de un proceso previo de indagación. La primera fase consistió en la búsqueda de información, se investigó sobre otros procesos de migración que hayan sido exitosos, para luego, en una segunda fase, diseñar una estrategia que ofrezca solución al problema planteado. Apoyado en las Tecnologías de Información y Comunicación se propuso un plan de implementación con el fin de motivar y mejorar el proceso de incorporación al Software Libre en la MDA y en cualquier otro ente con características similares. Se logró diagnosticar la situación actual de la Municipalidad Distrital de Awajún en cuanto a los servicios de informática. Estableciendo los grandes costos de mantenimiento, soporte y pagos de licencia que trae consigo el uso de software propietario. La migración a software libre es una apuesta por la optimización de recursos tecnológicos de las administraciones públicas, una apuesta para la mejora y la eficiencia de la tecnología al servicio del ciudadano, una apuesta por la libertad de la tecnología y de su uso.
The purpose of this paper is to replace with Free Software all the Private Software used in its activities by the Municipal District of Awajún (MDA), so that the same tasks that are currently carried out with Private Software can be performed. Free Software allows MDA greater computer security, free access to data and programs, savings in licensing costs; Being the latter the most relevant given that the MDA has a short budget to use it in the acquisition of licenses of the proprietary software used for the development of their daily activities. For the elaboration of the strategy, the feasible project methodology was used, which is characterized by providing explanation and solution to a given situation based on a previous process of inquiry. The first phase consisted of the search for information, research on other successful migration processes, and then, in a second phase, design a strategy that offers a solution to the problem. Supported by Information and Communication Technologies, an implementation plan was proposed in order to motivate and improve the process of incorporation into Free Software in MDA and in any other entity with similar characteristics. It was possible to diagnose the current situation of the Awajún District Municipality in terms of computer services. Establishing the high costs of maintenance, support and license payments that comes with using proprietary software. The migration to free software is a commitment to the optimization of technological resources of public administrations, a bet for the improvement and efficiency of technology at the service of the citizen, a commitment to the freedom of technology and its use.
