Modelo de negocio del sistema de adquisiciones del área de logística aplicando Business Process Management en la municipalidad provincial de San Martín - Tarapoto

Abstract

El presente trabajo tiene como objetivo determinar la mejora del Sistema de Adquisiciones del área de logística de la Municipalidad Provincial de San Martín, con el uso de un modelo de negocio BPM, definir y rediseñar los procesos críticos del área, llegando así a la concepción de un nuevo modelo del proceso. De esta manera, muchas instituciones, que poseen un área similar y altamente competitiva, podrán aumentar y mejorar su posición competitiva. Debido a que toda empresa o institución debe alinear su negocio con las Tecnologías de Información, el trabajo se enfocó en la aplicación de la metodología Business Process Management, abarcando todo el proceso del Sistema de Adquisiciones, lo cual permitió formalizar y mejorar el modelo del proceso del área de logística de la Municipalidad Provincial de San Martín e identificar los problemas que significaban un obstáculo para el progreso del mismo. Es importante entonces ser conscientes del valor de mejorar el o los procesos de una institución, ya que le brindará una ventaja competitiva frente a instituciones de su mismo calibre. Como caso práctico, este trabajo presenta la aplicación de la metodología BPM en todo el proceso de Sistema de Adquisiciones de la Municipalidad Provincial de San Martín, como contribución a la mejora del proceso Sistema de Adquisiciones. Obteniendo como resultado un nuevo modelo de negocio mucho más eficiente, disminuyendo el tiempo total que le toma al proceso Sistema de Adquisiciones completarse. Esto se cumpliría gracias a la propuesta de un habilitador tecnológico que iría de la mano con el nuevo modelo de negocio.

The objective of this work is to determine the improvement of the Acquisition System of the logistics area of the Provincial Municipality of San Martín, with the use of a BPM business model, to define and redesign the critical processes of the area, thus reaching the conception of a new process model. In this way, many institutions, which have a similar and highly competitive area, will be able to increase and improve their competitive position. Because every company or institution must align its business with Information Technologies, the work focused on the application of the Business Process Management methodology, covering the whole process of the Acquisition System, which allowed to formalize and improve the process model of the logistics area of the Provincial Municipality of San Martín and rescue the problems that meant an obstacle to its progress. It is important then to be aware of the value of improving the process or processes of an institution, since it will provide a competitive advantage to institutions of the same caliber. As a practical case, this paper presents the application of the BPM methodology throughout the process of the Procurement System of the Provincial Municipality of San Martín, as a contribution to the improvement of the Procurement System process. Obtaining as a result a new, much more efficient business model, decreasing the total time it takes for the procurement process to complete. This would be fulfilled thanks to the proposal of a technological enabler that would go hand in hand with the new business model.
