Impacto de la calidad de los recursos humanos en la ejecución del gasto de inversión pública de la Municipalidad Provincial de San Martín - Tarapoto, año 2018

Abstract

Un mayor gasto público significa un mayor crecimiento. Ante ello hay evidencias de Instituciones públicas que no ejecutan su presupuesto, e investigaciones que explican las causas a tal situación, entre ellas deficiencias en procesos administrativos y calidad de los recursos humanos. El objetivo de la presente investigación consiste en explicar el “Impacto de la calidad de los recursos humanos en la ejecución del gasto de inversión pública de la Municipalidad Provincial de San Martín-Tarapoto, año 2018”. Para lograr el propósito se aplicó una encuesta a los trabajadores que ejecutan el gasto de inversiones y se realizó el análisis documentario. La metodología utilizada parte de la selección de una muestra no probabilística dirigida y está constituida por el acervo documentario de inversión pública y su ejecución presupuestaria de la Municipalidad Provincial de San Martín del año 2018, así como 62 gestores de la MPSM-T. La presente investigación es aplicada, de nivel descriptivo-explicativo, siendo su diseño no experimental, de tendencia transversal o transeccional, tipo correlacional-causal, y mediante el uso del método inductivo y analítico, se procedió al procesamiento y análisis de datos, para la contrastación de la hipótesis. Los resultados de la investigación, así como la discusión demuestran que la deficiente calidad de los recursos humanos ha limitado la ejecución del gasto de inversión pública de la Municipalidad Provincial de San Martín, año 2018. Se concluyó que los recursos humanos tienen adecuadas competencias, sin embargo, no están motivados y concientizados para realizar sus labores eficientemente, y que esto afecta significativamente la ejecución del gasto de inversión pública.

To achieve the purpose, a survey was applied to the workers who execute the investment expenditure and the documentary analysis was carried out. The methodology used is based on the selection of a non-probabilistic sample directed and consists of the public investment documentary collection and its budgetary execution of the Provincial Municipality of San Martín of the year 2018, as well as 62 managers of the MPSM-T. The following is an applied study, descriptive-explanatory level, being its non-experimental design, of transverse or transectional tendency, correlational-causal type, and through the use of the inductive and analytical method investigation, we proceeded to the processing and analysis of data, for the hypothesis testing. The results of the investigation, as well as the discussion show that the poor quality of human resources has limited the execution of public investment expenditure of the Provincial Municipality of San Martín, year 2018. It was concluded that human resources have adequate qualifications, without However, they are not motivated and aware to carry out their work efficiently, and that this significantly affects the execution of public investment spending.
