Gestión administrativa municipal y su efecto en el desarrollo urbano de los Distritos de San Rafael, Tres Unidos, Shatoja y San Hilarion - 2014

Abstract

El objetivo de la presente investigación consiste en “Determinar el efecto de la gestión administrativa municipal en el Desarrollo Urbano de los distrititos de San Rafael, Tres Unidos, Shatoja y San Hilarión - 2014”. Este objetivo responde al problema principal formulado en el sentido de cuál es el efecto entre estas dos variables para lo cual se ha planteado la hipótesis siguiente. “La Gestión Administrativa Municipal tiene efecto favorable en el Desarrollo Urbano de los distritos de San Rafael, Tres Unidos, Shatoja y San Hilarión – 2014”. La metodología utilizada parte de la selección de una muestra de tipo aplicada constituida por el personal que laboran en los municipios de San Rafael, Tres Unidos, Shatoja y San Hilarión como también algunos ciudadanos de dichos distritos en un número de trescientos setenta y uno (371) personas encuestadas en su totalidad entre los cuatro distritos, para ello el tipo de investigación es Aplicada en el nivel Explicativo y el diseño de la misma es No Experimental. Mediante el uso del método inductivo y deductivo, así como de técnicas e instrumentos de recolección, procesamiento y análisis de datos, han permitido la contrastación de la hipótesis, es decir mediante la encuesta y el análisis documental. Los resultados de la investigación a través de la encuesta y el análisis documental, demuestra que la gestión administrativa municipal tiene un efecto positivo en el Desarrollo Urbano de los distrititos de San Rafael, Tres Unidos, Shatoja, y San Hilarión, analizando la encuesta y el análisis documental resultó que los cuatro distritos no tienen actualizados sus instrumentos de gestión que son el Reglamento de Organización y Funciones (ROF), Manual de Organizaciones y Funciones (MOF) y el Texto único de Procedimientos Administrativos (TUPA); por eso los municipios no alcanzan un óptimo nivel de gestión administrativa municipal. The objective of this research is to "determine the effect of the municipal administration in the Urban Development distrititos San Rafael, Tres Unidos, Shatoja and San Hilarion - 2014". The methodology of the selection of a sample type applied consist of the staff working in the municipalities of San Rafael, Tres Unidos, and St. Hilarion Shatoja as some citizens of these districts in a number of three hundred seventy-one (371) people surveyed in its entirety between the four districts, for this type of research is applied in the Explanatory level and the design of it is not experimental. Using the inductive and deductive method, as well as techniques and instruments for collecting, processing and analyzing data, allowed the testing of the hypothesis, ie by the survey and document analysis. The results of the research through the survey and document analysis shows that the municipal administration has a positive effect on the Urban Development distrititos San Rafael, Tres Unidos, Shatoja, and St. Hilarion, analyzing the survey and documentary analysis proved that the four districts have updated their management instruments that are the Rules of Organization and Functions (ROF), Functions and Organization Manual (MOF) and the Single Text of Administrative Procedures (TUPAs); why municipalities do not reach an optimum level of municipal administration.
