Propuesta de Plan Maestro Del Área de Conservación Municipal Rumiy Acu - Misbquiyacu

Abstract

En la ciudad de Moyobamba la Municipalidad Provincial ha creado 15 áreas de conservación municipal, los cuales dentro del Decreto Supremo Nº 038 - 2001 AG: Reglamento de la Ley de Áreas Naturales Protegidos, y el Plan Director lo denomina como áreas complementarias al Sistema Nacional de Áreas Naturales Protegidas (SINANPE). En este contexto es de vital importancia realizar el Plan Maestro del Área de Conservación Municipal Rumiyacu - Mishquiyacu, cuyo objetivo de creación es la protección y conservación del recurso hídrico con el cual se abastece de agua a 40,000 habitantes de la ciudad de Moyobamba, el cual será cumplido conservando y recuperando zonas que cumplen funciones protectoras de fuentes de agua; de igual manera es importante recalcar la importancia de conservar los ecosistemas, especies de flora y fauna silvestres presentes en el área. La propuesta contempla los lineamientos de gestión de las áreas de conservación municipal creadas, a través de un Sistema Municipal de Áreas de Conservación; el cual establece el organigrama y las funciones de cada actor involucrado. El proceso de elaboración del plan se llevo a cabo participativamente, con recolección de información primaria y secundaria. Elaborando el diagnóstico y zonificación del área, los mismos sirvió como base para determinar los programas y subprogramas del presente plan. La importancia de la propuesta del Plan Maestro se sustenta por ser prioritario en el entendimiento de las funciones de conservación del área, es el instrumento de gestión de más alto nivel dentro del área y presenta el ordenamiento para su correcta gestión. El Plan Maestro del Área de Conservación Municipal Rumiyacu - Mishquiyacu señala los criterios para definir los límites de soportabilidad para los diferentes usos permitidos, lineamientos para la participación y los requerimientos base para la evaluación de Impactos Ambientales.

In Moyobamba city the Provincial Municipality has created 15 areas of municipal conservation, which in the Supreme Decree N" 038 - 2001 AG: regulation ofthe Law of Protected Natural Areas, and the Plan Director denominates it as complementary areas to the National System of Protected Natural Areas (SINANPE). In this context is of vital importance making the Masterful Plan of the Area of Municipal Conservation Rumiyacu - Mishquiyacu, whose objective of creation is the protection and conservation ofthe hydric resource which is supplied ofwater to 40.000 habitants ofMoyobamba's city, which will be fulfilled conserving and recovering zones that has protective functions of water sources; by the same way it is important to emphasize the importance of conserving the ecosystems, species of present wild flora and fauna in the area. The proposal contemplates the lineaments of manage of the created areas of municipal conservation, through a Municipal System ofConservation Areas; which establishes the organizational chart and the functions of each involved actor. The process of elaboration of the plan was carried out participatively, with acquire of primary and secondary information. Elaborating the diagnosis and zoning of the area, as it served as base to determine the programs and subprograms of the present plan. The importance of the propasa! of the Master Plan is sustained by being high-priority in the understanding of the functions of conservation of the area, is the instrument of management the highest leve! in the area and displays the order for its corrector management. The Masterful Plan of the Area of Municipal Conservation Rumiyacu - Mishquiyacu indicates the criterions to define the limits of supportability for the different uses, lineaments for the participation and the base requirements for the evaluation of Environmental Impacts.
