The present research poses an alternative of solution to the current problem concerning the lack of urban road system that the city of Bellavista has been suffering. Nowadays, in the midst of Peru's economic growth, the construction of urban roads and the maintenance of the existing ones is of vital importance since they are the main communication and commercial arteries. The country, compared to many others in the region, has a huge gap in terms of kilometers to be built that must be implemented during the following years in order to continue the development. The service level and quality approval in a rigid pavement are based, among other parameters, on the roughness of the running surface, which according to the Peruvian standard CE.010, must be measured with the International Roughness Index (IRI). This research carries out the approach of the urban road infrastructure system to guarantee the operation of the system, using rigid pavement, with works of art as drainage gutters, sidewalks and areas.
