Efecto de la Ley de promoción de las inversiones en la Amazonía y las contrataciones en la Municipalidad Provincial de Rioja, periodo 2017- 2018

Abstract

La investigación titulada “Efecto de la Ley de promoción de las inversiones en la Amazonía y las contrataciones en la Municipalidad Provincial de Rioja, periodo 2017- 2018”, investigación del tipo básica y cuantitativa, nivel explicativo, con diseño no experimental, teniendo como población a los 57 los procesos de selección desarrollados en el marco de la Ley de Contrataciones del Estado en el periodo 2017-2018 y a los 12 trabajadores del área administrativa que se encargan de los procesos de contrataciones. Se aplicó la técnica de la encuesta y la observación. Se concluye que, existe efecto de la Ley de Promoción de las Inversiones en la Amazonía en las Contrataciones en la Municipalidad Provincial de Rioja, Periodo 2017-2018, solo para los considerandos atribuibles a los proveedores que participan de los procesos, mas no así a los montos adjudicados. El efecto de los montos adjudicados en las contrataciones en la Municipalidad Provincial de Rioja, periodo 2017-2018, comparados con el monto de la convocatoria muestran valores diferenciales de 102,9% para el año 2017 y 106,7% para el año 2018 cuando se comparan con el monto referencial sin IGV de la convocatoria; y de 87,2% en 2017 y 90,4% para el comparativo con el monto referencial con IGV. El efecto de la Ley de Promoción de las Inversiones en la Amazonía en las Contrataciones sobre los proveedores en la Municipalidad Provincial de Rioja, periodo 2017 y 2018, indica la viabilidad de la ley, donde los postores individuales más los consorciados de la región de la selva para el año 2017 representan el 81,6% del total contratado y en el 2018 fue de 83,8%; lo que nos demuestra que mayoritariamente los montos adjudicados se otorgaron a empresas que gozan el beneficio de la ley en relación al IGV.

The research entitled "Effect of the Law for the Promotion of Investment in the Amazon and Contracting in the Provincial Municipality of Rioja, Period 2017- 2018", a basic and quantitative type research, with explanatory level and non-experimental design, having as population the 57 selection processes developed in the framework of the Law of State Contracting during the period 2017-2018 and the 12 workers of the administrative area who are in charge of the contracting processes. The survey and observation technique was applied. It is concluded that there is an effect of the Law for the Promotion of Investments in the Amazon on Contracting at the Provincial Municipality of Rioja, Period 2017-2018, only for the considerations attributable to the suppliers that participate in the processes, but not to the awarded amounts. The effect of the amounts awarded in contracting at the Provincial Municipality of Rioja, period 2017-2018, compared to the amount of the call show differential values of 102,9% for 2017 and 106,7% for 2018 when compared to the referential amount of the call without IGV; and 87,2% in 2017 and 90,4% for the comparison with the referential amount with IGV. The effect of the Law for the Promotion of Investments in the Amazon in Procurement on suppliers at the Provincial Municipality of Rioja, period 2017 and 2018, indicates the viability of the law, where individual bidders plus consortiums from the Amazon region represented 81,6% of the total contracted in 2017 and 83,8% in 2018, thus showing that the majority of the amounts awarded were granted to companies that received the benefit of the law in relation to the IGV (Value Added Tax).
